Balken Reigon essays The Balkan Region has always been considered the Powder Keg of Europe. Usually when a war starts in Europe, the starting incident is always somewhere in the Balkans. One of the reasons for this is that through out the region, many different social and religious groups are all living in the same country and all trying to rule. In the past the ruling power has always been the Serbs. Recently the other majorities in the region have decided that they wanted to become an independent country, which of course displeased the Serbs. These problems have been around for a while and still prevail today. The wars in the 1990s have happened for many reasons boiling together until the pot overflows. One of the reasons that many people point to is the leader of Serbia, who is Slobodan Milosevic. Milosevic is for a Greater Serbia, which basically means one whole Serbia and little regard for the other nationalities in the Balkans. Milosevic has used anything possible to accomplish this goal of his, including war on the other nationalities, armed or not. Another reason for the wars in the nineties is the act of the HDZ to suggest a Greater Croatia, and reject the Serbian dominance. The war in the spring 1991 in Slovenia started when a meeting was held without Serbian representation. While this was going on, the Serbs started to barricade Sarajevo. This led to a minor disturbance that lasted ten days and was settled for the time. The most recent two conflicts were very similar. Both of these conflicts involved ethnic cleansing by Milosevic and the Serbs. One was started in Croatia in the spring of 1991 and settled in 1993. The last of the three wars was in Bosnia and Herzegovina and was fought until the UN stepped in and settled it. Ethnic Cleansing is a harsh policy implied by the Serbs. William T. Sherman Biography Free Online Research Papers â€Å"Courage- a perfect sensibility of the measure or danger, and a mental willingness to endure it† –William T. Sherman (). Even though many would say Ulysses S. Grant won the war for the North. William T. Sherman was the greatest general for the Union during the Civil War because, although he was ruthless in his burning of Atlanta and the â€Å"March to the Sea†, he did bring finality to the conflict and he was the only one who could bring the war to an end. His early life, role in the Civil War, and his life after the war all affected the course of American history. Sherman was born on February 8, 1820 in Lancaster, Ohio. He was named after the Shawnee Chief Tecumseh. Sadly, Sherman’s father dies in 1829. His death was unexpected. Unfortunately, for the Sherman family, his mother could not take care of all her children and had several of the children were adopted into other families. Thomas Ewing, a prominent Ohio politician and a close friend of the Sherman’s, adopted Sherman. (). Sherman was an American soldier, businessman, educator, and author. He graduated sixth in his class from West Point Academy in 1840. He married Eleanor Boyle Ewing in 1850. She was the daughter of his adoptive parents. They had eight children. He was posted in California. He fought in the Mexican-American war. He resigned in 1853 and returned to California. He moved to San Francisco, California, where he became the manager of a banking firm until the bank failed (). Sherman was appointed by Governor J. Neeley Johnson as a Major-General commanding the San Francisco division of the California Militia on May 18, 1856 (). In 1859, Sherman moved east to Louisiana. He became superintendent of the Louisiana Military Academy. He served as General in the United States Army during the Civil War, receiving both recognition for his outstanding command of military strategy, and criticism for the harshness of the â€Å"scorched earth† policies he implied in conducting his war plan against the enemy. Military historian Basil Liddell Hart famously declared that Sherman was the first modern general.† (wikipedia) Sherman led many battles and had many of his troops die. He also won many battles and was recognized by the people of San Francisco, where today there is a elementry school and a street named after him. In August 1861, Sherman and George H. Thomas were promoted to Brigadier-General and were assigned to the Department of the Cumberland under the command of Brigadier-General Robert Anderson. Anderson was in command of Fort Sumter when P.G.T Beauregard opened fire upon it, beginning the war. Sherman had previously served under Anderson, and it was Anderson that requested that Sherman be transferred to his command (). Sherman was in the Union Army and was a General for majority of the Civil War. He was a man of great authority. He led many battles including; the Battle of Shiloh, and the Siege of Vicksburg. If the question was asked, â€Å"Who was and still is the most hated and despised man in the history of Georgia?† Union General William T. Sherman would be the answer. He made Atlanta his chief objective when he left Chattanooga on May 6, 1864. He left a swath of destruction through Georgia. Sherman set fire to the military supplies. When the fire spread, much of Atlanta burned to the ground. As he rode out of the city, in the early morning of November 15 and saw what he had done, Sherman declared, â€Å"Behind us lay Atlanta smoldering and in ruin, the black smoke rising high in the air and hanging like ball over ruined- and a now empty city† –William T. Sherman (Wikipedia). In December, General Sherman marched through a swampy bayou. As he did, he headed toward Vicksburg but, Confederates held him off. The battle, also known as the Siege of Vicksburg, consisted of a long siege brought about by the fact that the city is located on a high bluff overlooking the Mississippi River and was largely secure to invaders (Wikipedia). Sherman’s March to the Sea is the name commonly given to the Savannah Campaign. It was conducted in late 1864 by General Sherman of the Union Army. The campaign began with General Sherman’s troops leaving the captured city of Atlanta, Georgia, on November 15, 1864, and ended with the capture of the port of Savannah on December 22. Sherman’s March to the Sea followed his successful Atlanta Campaign of May to September 1864. He and U.S. Army Commander Lieutenant General Ulysses S. Grant believed that the Civil War would end only if the Confederacy’s strategic, economic, and physiological capacity for warfare were with certainty broken (). Sherman, therefore, applied the principles of scorched earth, ordering his troops to burn crops, kill livestock, consume supplies, and destroy civilian transportation along their path (). After the war, in 1869, Sherman was promoted to Lieutenant General in the regular army. After Ulysses S. Grant was elected president, he was promoted to the grade of full General and given command of the entire U.S. Army, which he remained until 1883. He replaced Grant as commander-in-chief. He was the only man to twice receive the thanks of Congress, the first for Chattanooga and the second for Atlanta and Savannah. In 1881, Sherman established a Command School at Fort Leavenworth, Kansas. This was one of his most important contributions. He refused all other offers to serve any political means. Sherman retired from the army in 1884 and famously refused to become a candidate for president, saying â€Å"If nominated I will not run, if elected I will not serve.† After he retired, he moved to New York City where he remained until his death. He died on February 14, 1891. He is buried in Calvary Cemetery in St. Louis. Sherman was a man of high authority before, during, and after the war. Even though Ulysses S. Grant is often given the credit for winning the war, without the help of William T. Sherman the war would have had a different outcome. A Letter From Eight White Clergymen and Letter from M. L. King, Jr - Essay Example This research will begin with the statement that the exigence defines what prompted the authors to write the letters in the first place. For A Call for Unity written by the eight white clergymen, the exigence was the series of demonstrations held by Negro citizens that were allegedly led and directed by outsiders. In the case of King’s letter, the exigence was the need to respond to the clergymen’s contentions that as the outsider being mentioned, his actions were deemed unwise and untimely. This paper illustrates that the audiences were supposedly the local community and readers of the Birmingham, Alabama newspaper since the first letter were sent to its editor. However, one could surmise that the letter was, in fact, directed to King, as the noted leader of the civil rights movement, in behalf of the Negro community. King’s letter was directed to the clergymen, as most of his arguments addressed the clergymen’s position. The researcher states that the mo st obvious constraint was on the part of King who was incarcerated in the Birmingham jail during the time that he responded to the clergymen’s allegations. On the part of the clergymen’s letter, the constraints are their maintaining a conservative stance to use the most appropriate language so as not to project any biases to both white and Negro citizenry. The basic issue presented by the clergymen was the appeal for law, order and common sense in addressing the dilemma on racism. The basis position was for any resentment on alleged discriminations and racial slur should be filed in the proper court of law where legal proceedings and verdict should be respected and accepted. The clergymen contended that the series of demonstrations by Negro citizens were actually led and directed by outsiders, whose actions were deemed unwise and untimely. Finally, the letter highlighted the call for restraint, â€Å"for law enforcement officials to remain calm and to continue to prot ect our city from violence† (Carpenter, et al. 182). On the other hand, King’s basic issued focused on responding to the clergymen’s assertion that his leading the Negro citizens into demonstrations were unwise and untimely. King addressed this argument by initially proving that he was not an outsider; but that he was invited to address the injustices in Birmingham. Further, his letter addressed the clergymen’s position regarding his unwise action towards demonstration; revealed that action was necessary because promises by merchants were broken and that the need for direct-action versus negotiation was favored due to the community’s stance of refusal to negotiate. In terms of responding to the untimely issues, King expounded on concerns such as: the new administration must be prodded and that the Negro citizens have already waited for 340 years (King 186). Analysis The letter of the clergymen was more direct and concise containing only seven paragr aphs. King’s response was comprehensively detailed and lengthy encompassing 50 paragraphs and 14 pages. King was clear in addressing the issues of the clergymen indicating his actions as the leader of the demonstrations as unwise and untimely. He warrants that the non-violent actions were the most appropriate means to address the racial discrimination in Birmingham and their actions could not be considered unwise because a rational four step process was applied: â€Å"collection of the facts to determine whether injustices exist; negotiation; self-purification; and direct action† (King 184). The issue of untimeliness was responded to by King as he emphasized the need to prod the new administration to create some tension and lead them to act. Further, he argued that the Negro citizens have waited for too long for more than 340 years and could therefore not be considered that no time was spent to reflect and think of the course of action. King warrants that the present l aws were actually unjust

Until the 1980s it was largely reliant on police figures and in many other countries this is still the case. Statistics come from police records are a measure of police activity and are often used to gain an understanding of the performance of the police to target the use of resources, it does not mean that they are not necessarily a good measure of crime. Since the early 1980s police statistics have been supplemented by data from the British Crime Survey, which asks a representative sample of the household population about their experiences of crime over the year prior to interview. As with any victimisation survey, the BCS also has its limitations, but it is generally accepted as a more reliable measure of trends in the common types of crime against individuals or households. The need for two sources of crime statistics is undoubtedly one factor that contributes to distrust, as was acknowledged by interview ees inside and outside the Home Office. For statisticians and criminologists, the two types of data complement one another: the absence of either source would lead to huge gaps in our knowledge about crime. For the media, the public and many politicians, however, the two sources often seem to compete for attention. How easy it is for the impression of cherry-picking to take hold. This is a particular problem when the two sources of data show contradictory trends, A drop in crime, while good news, is not as newsworthy as an increase. Within an overall reduction there is likely to be a mixed picture, with some crimes going up and others down. Violent crime has increased from 615,985 offences in 1998-9 to 1034,972, an increase of 68 percent. Gun crime (excluding air weapons) are down by 17 percent in 2008-9 but still 58 per cent higher than in 1998-9. We expect partnership s to consider how best to uphold the emphasis on tackling domestic burglary, vehicle crime and robbery. Reducing harms caused by illegal drugs is a good way to reduce it, considering how they progress and following it up by aiding them to get out of the crime world. Treatment centers and availability to enter these places for those in the Criminal Justice System and they should also set challenges and targets for vulnerable young people. Following the publication of the Governments 2004 spending review and the Home Offices new five year Strategic Plan, the Home Office will have seven new Public Service Agreement targets (PSAs) for the period March 2005 to 2007/08. It is through these targets that they will try and achieve the objectives that have been set out in the Home Office Strategic Plan. Partnership activities will influence and support delivery of all the Home Office PSAs, but their work will be especially influential in the delivery of: PSA1 (to reduce crime by 15%, and more in high crime areas, by 2007/08). PSA6 (increase voluntary and community engagement, especially amongst those at risk of social exclusion). Partnerships will be expected to set challenging targets locally in order to reduce crime, disorder and drug related incident in their communities. Government Offices will help and support partnerships to achieve the required outcomes. Partnerships are currently ranked on rates of recorded crime per head of population but only for vehicle crime, burglary and robbery. Using the new measure produces a different list of partnerships in the top 40. The recorded crime British Crime Survey is the provider of statistics that the police record that cover the crime types that are most similar to those obtained by the BCS. As part of the delivery of PSA1 at a regional and local level, the Home Office has clear expectations of the level of performance required from each region and each partnership within it. The Regional performance indicator is the level of reduction needed regionally to support delivery of the PSA at a national level. The Home Office will use this as a regional performance in dicator to monitor the contribution, at a regional level, to the delivery of PSA1. The Home Office expects partnerships to set challenging targets to support delivery of all PSAs, as appropriate, especially PSAs 1, 2 and 4. The nature of PSA1 means that there are particular expectations of partnership performance and targets to support the 15% and more reduction. The processing of media information on crime is based on a short-term, fast-paced and surface level research, which can limit the types of information circulating, and disregard crucial issues. Often news reports of crime read information on the offender, place of crime, and victim, with little devoted to the context of how offending or victimization occurs. In addition, the medias rapid analysis and assessment of crime trends and outcomes of the implementation of public policies at the local level can hinder effective and successful prevention. Crime prevention practitioners emphasize the importance of prevention strategies which are characterized by long-term action, and based on a solid diagnosis that takes into account the complexity of the causes of crime and their interactions. Therefore, news reporting of crime is not favourable to these approaches. The way the news media represents crime often includes newsworthy stories that act on emotion more than on fact, and focus on neg ative images of crime in communities. The fact that the public rely on the media to inform us allows them to manipulate the way we feel about crime. In addition Chiricos et al (2000) finds that local and national news are related to fear of crime. The effect of local news on fear of crime is stronger for residents in high crime areas and those who experienced victimization. In terms of audience effects, fear of victimization will depend on who is viewing the crime stories. Research indicates that residents in high crime urban areas who watch a large amount of television are more likely to be afraid of crime (Doob and MacDonald, 1979; Gerbner et al, 1980). Another important factor is whether audience members have direct victim experience or share characteristics that make them crime vulnerable. Research indicates that media sources will be more meaningful when direct experience is lacking (Gunter, 1987; Liska and Baccaglini, 1990; Skogan and Maxfield, 1981). For example, Liska and Baccaglini (1990) find that media influence was strongest for females, whites and the elderly, which are segments of the population least likely to be victimized. In another study, Chiricos et al (1997) find that the frequency of watching television news and listening to the news on the radio is significantly related to fear. Their research indicates that television news consumption is significantly related to fear only for white females between the ages of 30 and 44. This is similar to other findings that suggest that watching crime on television has a greater effect for women and whites, who have low victim risk compared to males and non whites (Gerbner et al., 1980). New Labour once had a slogan: Tough on crime, tough on the causes of crime. That meant: it treated criminals more harshly, but also tried harder to tackle the causes of crime. One of New Labours most remarkable political achievements, during its first term of office, was to have forged a `Third Way law and order position that has successfully challenged the idea that social democratic political parties are by definition `soft on crime'. This outlined key strategies reinforcing New Labours core governmental project of `modernization through managerialization in criminal justice. There was a focus on crime reduction and youth justice. It was pivotal to realizing New Labours long-term objective of commanding the centre ground of law and order politics in the UK. We argue that an institutionalization and normalization of managerialism is taking place to resolve the contradictions, tensions and disconnections generated by the Conservatives incomplete public sector reform project and to cr eate the basis for achieving the long held ideal of a cost-effective, efficient, seamless criminal justice system. There are controversial opinions as to whether crime has fallen due to the criminal justice policy instigated by New Labour. The idea that crime has fallen has emerged from examples from statistical evidence. However, if you were to look into these sources, together with the idea that certain aspects of crime are not considered in certain surveys, provokes inevitable controversy. This analysis explores the arguments both supporting and contradicting this statement. According to these statistics there was a rise in crime from 1981 to 1995 followed by a decrease. In 1995 the BCS figures indicated there were almost 20 million incidents, but this had decreased to just under 11 million by 2005 (Garside, 2006). New Labour came to power in 1997 and over the years has extensively increased expenditure in the criminal justice system in an effort to reduce crime by increasing the number of police officers and the number of prison places available. They introduced anti-social behaviour orders (ASBOs), founded the Serious Organised Crime Agency and increased spending in the probation service, crown courts and Crown Prosecution Service (Eades, et al 2007, p.19). Since 1995 the BCS has shown that wounding has decreased by 40% and common assault by 49% and also that Labour has met its targets to reduce vehicle crime and domestic burglaries (Home Office, 2006, p.65). Combining data from ten sweeps of the British Crime Survey, it suggests that public confidence is based less on instrumental concerns about crime and more on expressive concerns about neighbourhood stability. Therefore, confidence may be driven not by fear of crime but by concerns about disorder, consistency and informal social control. Members of the public look to the police as representatives of community safety and guards as they address everyday problems and strengthen social order. To increase public confidence and decrease the fear of crime, the police need to interact more with the public and take an active part of the community and represent and defend community values, norms and morals. A very important factor when examining the impact of fear of crime, is determining whether or not the fear is proportionate to the actual incidence of crime. When the fear of crime is proportionate, people are aware of the risks associated with various personal violence offences. This level of fear or concern can encourage good personal safety habits and increased home and property security, therefore minimising the risks of becoming a victim themselves. When the fear of crime becomes disproportionate to the reality, it now becomes a negative effect on a persons lifestyle and quality of life. These effects can include: people avoiding situations and limit thier movements, sometimes to the extent that they become reluctant to leave their own home. not only do they limit where they may go but they may also refrain from doing activites that they enjoyed due to this disproportionate overwhelming fear. Police precense will make people feel more at ease and safe around their area. Educating the society about crime and crime prevention could be another way to tackle this. Getting the society involved in both crime prevention through social development and in community based justice programs such as Youth Justice Committees, supervision of youth doing Community Service work. Earthquakes are caused when the earth's crustal plates move, rub, or push against each other. The earth's crust (the outer layer of the earth) is made up of seven major plates and approximately thirteen smaller ones. The name plate is used to describe these portions of the earth's crust because they are literally â€Å"plates† or sections, composed of dirt and rock. These plates float on molten lava, called magma. Since the plates are floating on magma, they can slowly move. The place where friction occurs between plates is called a fault. A fault is a crack in a plate or a place where two or more plates meet. An example of a fault where two plates meet is the San Andrea's fault in California, where the Pacific and North American plates meet. The plates are about 30 miles thick under land and can be one to five miles thick beneath the ocean. The plates move because of convection currents. Magma has currents like the ocean does, that move in a circular motion beneath the plates. When two plates are pushing against each other, they are constantly building up tension on the fault. When two plates finally slip, they release a great amount of energy in the form of shock waves. These shock waves cause vibrations, which in turn cause the ground around the fault line to move and shake.

Let The Music Set You Free essays Rave. Is that the hairspray that comes in the blue can? That is the question sometimes asked when people talk about raves. The word rave can be defined as an all-night dance party where electronic music is played. These days, however, the rave scene has been the target of attacks by the media and authorities all over the United States. Raves are now stereotyped as an event where out-of-control young adults come together and experience a world not only of music, but also sex and drugs. The acts displayed by the media and authorities are acts of arrogant ignorance. They always tend to overlook the positive aspects of raves. It begins when the sunlight dies down. With my ticket in hand, I stand in line patiently to enter the abandoned building. The bass pounds as I enter and all I see are lights, lasers, and hundreds of people dancing wildly as if they are performing a tribal ritual to strange music. A figure stands in front of the crowd feeding off the energy they are creating. He then holds up a record and sets it down and adjusts a few knobs between two record tables. The sound changes pace and as the crowd develops more energy I slowly begin to find myself dancing like everyone else. As time passes, I meet friendly new faces, exchange numbers, and maybe even trade kandy. Hours go by in what seems like minutes. The music dies down and the lights come on. The building once flooded with beautiful and wildly dancing people, is once again just an abandoned building. I exit the building and realize what was darkness a few hours ago has now become light again. Looking into the sky, I think to myself What an amazing night! The music was great; people were amazing, and the vibe was terrific. I anticipate the next weekend so I can do it all over again and meet more colorful people who share the same love for creativity, music, and pride in ones self as I do. Though it may have been short lived, the Bauhaus did more than any other organization in the 19th and 20th centuries to reconcile man and his man-made environment. In Germany during post World War I there were many disputes as to what was to be done in art and architecture. The theories were on the extreme sides of the spectrum, where on the one side were people who could not understand that the pre-war world was dead; on the other side they were determined to learn from the catastrophe. For these people the Bauhaus was a means to greatness, while the traditionalists were disgusted at its very existence. In Germany, and the rest of Europe for that matter, they were confident in their pursuit of the Exprssionism style during the early 20th century.
